No seat sold in the US is tested or labeled for forward facing use in kids under one year due to the high risk of crippling or fatal spinal cord injuries in even very minor accidents. So while there's no legal requirement in CA (some states have specific language relating to rear facing to one year and 20 lbs or to using the seat according to manufacturers instuructions, which would include that) using the seat in a manner inconsistent with it's labeling is very dangerous.

in fact, our six-year-old was only 19 pounds on her first birthday, and we kept her rear facing until she was 22 pounds (which was the weight limit on her rear-facing seat).

I worried he would outgrow his seat both by weight and height.
Jane started out big (9 lbs, 8 oz at birth), and wound up very slight in weight (she's 6 and barely tips the scales at 40 pounds.)
Julian started out big (10 lbs, 9 oz at birth)...and stayed that way, LOL! He's two years younger than his sister and ten pounds heavier.

Car seats have instructions on them. She is using this seat improperly. In the event of a crash, that child would be killed.
