From invitation:

"Event is 'best dress" and food is served."

I'm thinking a little black number and some pumps? :shrug:

recognize the term "best dress".
If it's black tie, you can just say so.
Or you can say "formal" and folks either know or can look up/ask what is formal for the particular time of day and event.

Very few invitations tell people how to dress for an event.
You either know and/or care or you don't.
