Did Dick Cheney play the Penguin in the 1960s Batman TV series? Or were they twins separated at birth?

1. Just noticed something.

Is the Penquin a charateture of FDR? He got that cigarette holder, silk hat, big nose and chin and sideways smile. Even the monocle suggests East Coast aristocracy.
