Have you been groped by a stranger while in Europe?
My thirteen year old niece is in Hungary and Romania for a month, with her mother and a bunch of church people doing humanitarian work. The other day, a man put his hand down her shirt. She had been warned that she might be touched in a way that wouldn't happen in the U.S., but still it was shocking to her.

What is the appropriate response, culturally? An older woman would shrug it off. But it seems kind of yucky for someone to touch a young girl. She's not developed, so it isn't as if he was allured by breasts!

1. Perverts will do whatever women allow them to do.
Considering she is 13 I don't think she should give a rats ass about what the culturally appropriate response should be. That's a ridiculous violation of her personal boundaries. She should make clear in no uncertain terms that the behavior is unacceptable, even if it involves slapping or screaming.

2. I should think that is inappropriate anywhere
I would tell her to make a lot of noise if it happens again. Embarrass the hell out of whoever it is.

4. my 16 year old daughter
was in London a week ago. A bunch of teenagers came up to her tour group and started yelling at them about how Bush is killing "their" people. It could have gotten pretty bad but some adults stepped in.

It's not the same as being felt up in Hungary but I know were not liked around the world right now.

The proper response culturally, is for her to slap the crap out of him, American style. As long as she isn't alone, of course.
