Likely the original cause was feeding cows bits of sheep with a similar disease called scrapie, but feeding cows to cows facilitated the spread. That's illegal now (though it still happens) but cows can be fed to chickens and then cows fed chicken litter (ie hay or shredded newspaper and chicken shit) which still allows for the prions to spread.

It's spread by feeding cows by cows.
I keep hearing how BSE is some sort of divine retribution for the sin of feeding cows to cows.
