I was at the store 2 nights ago and saw a dog locked in a truck
45 minutes later, coincidentally when I was done shopping, I sw the owner come out to put something in the car then go back.

I think he worked there.

The dog was DESPERATE to get out of the thing when I arrived.

The whole incident seemed cruel...

But if I see it again, would it be fair to call the police?

3. Fair indeed.
A few minutes (as in five) is one thing, more than 45 minutes is another entirely.

5. Calling the cops is a regular thing at Shaw's in Gorham
Police log in the newspaper shows at least 3 times a week the cops get called because a dog was left in a car. Cripes, 1 minute could kill an animal.

6. It is also legal to break the window if the dog is in distress.,
At least in PA it is.

7. By all means, call the police. Leaving a dog in a car is very

dangerous. The inside of a car heats up very quickly and dogs can have heat strokes the same as humans.

Edited for clarity.

9. This was 11:45PM...
But the dog was definitely anxious to get out; its whimpering made even me cry.
