When is my cat going to forgive me for stepping on her tail?
It's been three weeks already... she acts like it was yesterday. I apologized profusely, no damage was done.
Every single time I try to pass through the kitchen when she's eating, she runs and hides till I'm out of the room. I feel so guilty, but.... How can she be afraid for three weeks straight?
And no she's not wet, or blue.

1. Your cat wants something
Clearly, it's using the 'tail incident' to make you pliable to her demands. When she figures you're sufficiently mailable - she'll let you know.

Good luck.

2. That's a simple answer...
when you forgive yourself. O8)

When you walk past her, give her a wide berth, but keep your attention on her. She'll see that you're paying attention.

If that doesn't work, tell her to get over it and stop acting like a dog. :P

5. *ahem* A dog would never hold a grudge for that long.
To err is human,to forgive--canine.

3. My mother made my dad give Midnight a bath as a kitten.
We only had her for a few days and she was a rescue, but he had been her favorite. After that bath, he couldn't go near her for two years and I became the favorite human. She was generally a major asshole cat, but after her lost in a blizzard for two weeks, she came back and liked people (instead of just me).

Uh...so I guess my point is, cats are weird and have strange reactions to strange situations. She should chill out soon, probably she's not even scared, but just piling on the guilt through psychological warfare.
