Is this a Fire or Fume Hazard?

This belongs to one of several among my neighbors who apparently considers himself or herself too good for a parking space, but the only one who considers himself or herself too good for the parking lot altogether.

1. If they're idling under there
it could count as a confined space.

3. Don't know about either of those,

but it looks like a duplex or apartment building, and I'll bet parking a motor vehicle on the common grounds is against the rules.

Then again, if parking is tight, maybe he or she is trying to be considerate by leaving an extra space open in the parking lot?

5. It's an apartment. The view is from my front door.
Parking isn't tight now, but it will be in a few weeks.

4. It shouldn't be a problem if they don't leave it running there for an hour
