is there a way to transfer my dvr recordings to the new receiver?
I did some searching to find out but didn't find out an answer. The tech who activated the new receiver said there wasn't a way to do this, but there's gotta be a way!

Don't take the tech's word for it; few of them are actually electronic experts.
The receiver uses a HardDrive to store programs. If that HD itself wasn't the problem, and didn't get corrupted, you could theoretically get an electronics pro to swap it into a working receiver, and recover the data.

All I know is my receiver kept 're-starting' over and over and over again. I have no idea if that is a hard drive issue or just a 'box' issue.

The hardware is cheap, but the Operating Systems are worse.
