but, the day he closed on the house, he said he'd be back to fix the leak under the kitchen sink... that was 2.5 weeks ago.

The lawn has not been mowed.

Can you notify him by mail that you will pay to have the yard mowed and deduct it from your rent? I don't think you can withhold all your rent since you have heat, water, etc.
