It takes you right into Baltimore.
At that time, there won't be much traffic.

Yes, I'm going I-95 from Richmond, but do I then do 495/95 Beltway thru DC? Yep, it's the traffic I'm worried about. I need to be in Baltimore by 8:30 am.

You can go around the beltway in either direction, according to my map. Distance-wise, it makes no difference. As you approach DC, listen on the radio for any traffic jams, and take the direction on the beltway that is the most clear of traffic jams.
