The F650 is supposed to be good as a starter, but everything is compared to the Suzuki SV650. The best starter bike ever, and still entertaining once you move past beginner level.
If you're talking old BMWs, I wouldn't recommend them as a first bike. Not because they're difficult to ride, but because they're clunky.
