Which city has had the most movies set (but obviously not filmed) there?

Which city has had the most movies set (but obviously not filmed) there?
I'm going to nominate Seattle. Scriptwriters seem to love placing any tech-related stories in Seattle not realizing that it has a very distinctive look and filming in Vancouver just doesn't cut it.

I just finished watching "Kyle XY" where they have an absolutely absurd plot point revolving around it not raining in Seattle for more than a month. And in every scene they have sunlight streaming through the windows. I lived there seventeen years and never once saw sunlight streaming anywhere. And they find him in a huge deciduous forest in the *evergreen* state.

Exhibit B: "Firewall" The Harrison Ford movie from last year. The bank is set in a downtown area where the building are much too tall and close together. People who haven't been there don't appreciate what a small city it is.

Exhibit C: "Ten Things I Hate About You" Apart from some master shots from helicopters, pretty obviously not Seattle (again too much sunlight) and where the hell did they get "cowboys" from?
