Doesn't shooting a person have consequences? Even if it was an accident. But if it is Cheney who does it, everyone (ok not everyone) is like, oh well you know, accidents happen.

Seriously, my understanding is that if something is genuinely an accident, without negligence or some other obvious fault, then there wouldn't be legal/criminal penalties. The shooter may face civil liability, and be responsible for any damages, but that I think would be between the shooter and the victim. In a true accident, the shooter wouldn't necessarily be fined, or go to jail, or lose his hunting license, or anything like that (just like with a car accident, really).
Of course, I don't know this for certain - nobody I know has ever shot anyone in the face...
