A student group at Boston University has created a "Caucasian Achievement and Recognition Scholarship" that requires applicants to be at least 25-percent Caucasian.

The "25%" part shows that they're just being smartasses. They're mocking other scholarships that require you be at least 25% a certain ethnic minority. I'm sure they think they're making a statement. A dumb statement, that is.
