That's just dumb. Even if making a joke about the metric system, it would just be 228 cookies, not some ratio of 1000 cookies. Though if I were to do it in terms of powers of 3, I would say 228E10^3 millicookies, or 228E10^6 microcookies, because those two are funnier than 0.228K (notice the required leading 0 on that one) cookies.
Maybe I should have said one and seven-twelfths gross cookies. :7
