Now it makes more sense!
I thought he said "Ruthie Colada", meaning something like a Shirley Temple - a drink with no alcohol, implying that Quagmire was with someone under 18.
LOL!
I just figured this out while watching the South Park episode in which the school bus crashes, and bus driver woman eats the aspirin of the semi driver who picked her up, and he said "Those are roofies".
That's when the light dawned!
I so often don't hear things if the speakers are in any way indistinct, and swear to God, Quagmire sounds to me like he's saying "Ruthie".
