1. clogged drain tube?

My kids have a window air conditioner set up on the porch and on humid mornings that sucker's fan is splashing water all over - I think it is just not sitting level, because I can stick a piece of wire through the drain tube. SOMEBODY needs to adjust the thing and since I am not getting any benefit from that nice cool air I am not exactly motivated.
