Take married couples, reasonably jealous of one another.
Take their cell phones.
Take a software (500euros worth) able to keep cell phones under control - to read others' messages, control the names and last number dialed, even to listen to the conversations within a 5 meters range, and to locate the phone.

Take our Police team that investigates into communications.
Shake well all the ingredients.

The final cocktail you have is 120 home searches, maybe 500 people involved in Italy.
Six people investigated in Piemonte (northern Italy) and, it's been rumored, the fantastic case of a couple who used that system to spy on each other - each unaware the other was doing that!

And all for what?
Jealousy, as it seems. Hopefully just so. Unless business, politics and sensitive information are regarded.

Installing these things is a crime in Italy. There's jail up to 4 years.
Four years well deserved, in my opinion.
