What would make my modem act like this?

What would make my modem act like this?
We have our internet service through Time Warner(another story) and we have cable modem. Everyday it disconnects without warning. It didn't do this until a couple of months ago (when our new neighbors moved in--strange) but now it's beyond frustrating. I went to TW and got a new modem yesterday and the DAMN thing still doesn't work right, so I know it's not the modem. I've talked with the technician and one is coming out on Monday to check the lines, but here's the thing: it will let me online in the wee morning hours and sometimes late night, but not very often during the day. Since it lets me on sometimes, then it couldn't be my lines I don't think.

Anyway, it's driving me CRAZY 'cause I use my computer for my work. I'm on the library computer now. Does anyone have any suggestions 'cause I can't wait till the technician (although I probably will have to) to get this damn thing working:argh:

Any suggestions, ideas would be GREATLY appreciated!!!!

1. Could be noise.

It creeps up during the day, and makes the modem not able to talk over it. Possible that your neighbors spliced you line, but not likely. Could be any number of things. Unshield connector, old connectors, bad splitter.

3. Apartments are notorious for cable theft, and noise.
Let the tech look at it, if he is worth his salt he can get it fixed.

4. I know I sound like an idiot
but that's because I really am when it comes to these things. How can they steal the cable? Someone else was trying to explain it but my apartment manager said it was "impossible" when I confronted him with this possibility.:shrug:

5. I have seen everything from some one running a splitter at the tap.
to a customer who had a neighbor peel back the covering and shielding on the drop running to their house and hooking a cable to it.
