State law prohibits counties with high populations from legalizing brothels, so that's why you don't see them in places like Las Vegas and Reno -- they're always in outlying counties. AFAIK, "street solicitation" is illegal across-the-board, even in counties that allow brothels.
And I respectfully refuse to answer how I know these kinds of things... :D
