1. They've been working on that for mass use
for quite some time. Who's going to clean it up? That's what I want to know. Not to mention, that's going to be some seriously nasty transportation and holding cell clean up.

Seriously, seems much more likely this Beam O Puke will be used domestically ... on protesters.
