Wow, my bank did a really stupid thing with their website.
Regions bank. They had a great website set up a month ago, easy to use and a nice design. They decided to "improve it" and now I can not use it due to overlapping text and pictures. I keep my video settings at 1600 x 1200 because I can and I enjoy the added crispness of the picture. I have to use a custom font size (200%) to make it comfortable to read the words. 99% of the websites I visit work fine with this set-up. It's as if they hired some high school kid to design their new web site. I've called to complain but I doubt they will do anything about it. I am going to call and demand a paper statement due to this joke of a website and also mention I will have to call them everyday for a balance update.

1. They must have used someone who's very new to web design.

Probably some "contractor" who learned their skills in a month from a book. Scaling content to screen resolution is a pretty basic skill.
