If you live on a street that has green garbage pickup, does it bother you when a neighbor puts their lawn clipping, etc. in front of your house?

I guess I am most upset now because a neighbor put another neighbors dirt (dirt and rocks) in front on my house. He an elderly man that is always helping my next door neighbor (I consider him a friend) out. I let my friend know about that and he said he would tell him. I don't want to make a huge deal out of it, but the city really doesn't pick up stuff like this. What has happened with this elderly gentlemen doing this, is that it's cause an brand new neighbor to put his stuff in the front of my yard also. It's quite infuriating.
