I'm thinking of a TV movie from 1983, which ran as though you watching a news update about leftists taking control of a nuclear device and threatening to blow it up unless the USA agreed to unilateral disarmament. They posted all these disclaimers in front of each commercial break so chunderheads wouldn't go all "war of the worlds." I think the semi-bald doctor from St. Elsewhere was the newscaster. Anybody remember it? It was on around the same time as The Day After

Ran on NBC. The city in question was Charleston, S.C.
Google can reveal much about this film. (Actually, video, since the whole thing was shot on video to give it that almost-live look.)
