It's not required for a private aircraft if the weather is good; and since he was out looking for a route for some future auto race, he wouldn't have wanted to file a flight plan because that would have required him to list a route and an arrival time -- which he probably didn't know.
But he was likely flying at a very low altitude, and could have got tangled up in a mountain downdraft or stuck in a canyon his airplane didn't have the power to climb out of. Even for an experienced pilot that kind of flying can be tricky.
