If possible, I'd think that I'd pullover if the person didn't appear to be slowing down and wasn't making a move to pass. My husband and a friend were being pursued by some idiots in rural Arkansas. They ended up driving around 100 mph. They called 911 with the license number and the description of where they were, but the police, sheriff, or state patrol never showed up despite repeated calls. Finally, the other car turned off at a gas station.

I had a cop do this once
i wasn't 20 mph below the speed limit
but he about ran me off the road
Christmas morning...
I speeded up to get out of his way
got me a ticket
