it is an effective tool, and can save lives and grief. When used where not absolutely necessary, it's an unneeded risk.
Cops are working folk. They do a hard job, and risk their lives just by showing up. No one should be expected to die, or even risk their life unnecessarily, for a job. I'm not against them being overly cautious when dealing with someone out of control. I am against them shooting a fleeing suspect in the back. Somewhere in the middle of there the taser fits quite perfectly.

much bigger and stronger and resisting, or if they're hopped up on something. Also, if the arrestee has a knife or other hand-to-hand weapon, though justified to shoot (most likely) it's nice to know that they might not have to.
