Help me out... what does this sticker signify?

I see this sticker stuck to road signs and truck windows all over Los Angeles. There is never text. The sticker is oddly shaped... kind of gun shaped... with a star on it. The sticker is blue or black with white outlining the shape. Someone help me out. What is this sticker?

3. It's shaped kinda like an "F" with the longer, closer together horizonal pieces.

A while back I found an ebay ad for the stickers. No where in the ad did it explain what the hell the sticker meant.
