I can't find any place to rent or buy it, so I'm debating buying it online based on word-of-mouth. Is it a good enough movie to pay the extra an online order would entail?

If you have access to the University of Richmond it is available now.

3. Hmmm...
I go to VCU. Isn't there some loaning program for universities near each other? Did I make that up?

5. Do you like crime movies as a general rule?
If so, you might like it. It's not really original or transcendent, but it has great ambience and performances.

6. Definitely a fan of the mob movies
I've seen the big ones (Godfather, Goodfellas, Departed, etc.) so I'm workin' on the less famous ones that get raves from those who've seen them (see also the amazing "State of Grace").
