If a myth starts among a densely concentrated community of 999 people
then does the community have to increase by one person before the myth can be an urban myth?

1. If you can get 999 people to believe a myth,
I DEFINITELY want lessons from you. I have always wanted to do that just to change my bad bad luck.

2. Suppose only one person believes it

but that person lives in a densely concentrated community that has a total population of 1,000. Is it an urban myth?
