Why do some people like to inflict pain on others?

You have to be mentally ill to enjoy making others suffer. I saw an interesting quote by Eleanor Roosevelt recently here on D.U. I believe it was "No one can make you feel inferior without your consent".
As far as physical pain, they need to be dealt with harshly.
