I nominate HUMAN RESOURCES- people with NO SKILLS who get to interview people with skills and decide their fate.

9. Human resources people suck.
At best, they're hatchetmen and women, doing the dirty work for the corporate bigwigs so the CEO doesn't have to get his hands dirty with the "little people". At worst, they're interfering incompetents with no clue about anything other than pushing mountains of paper around. I've never engaged in any personnel activity that wasn't made immeasurably less pleasant by the inclusion of someone from HR.

My real loathing, however, is reserved for "recruitment consultants." They're as clueless as HR, but slimy too.

...handled the 2002 downsizing so unprofessionally and ignored so many employment laws, he opened the firm to an enormous class-action lawsuit. Which they lost. The payout drove them out of business. Bravo!

24. This woman thought she was a lawyer....
Her famous and nearly last words with our firm, were "I almost went to law school..."

so when we were preparing for depositions our hired gun who handles nothing but defending companies in these cases said to her, "do not bring anything into the room with you. If you look at a note, or a paper it must be introduced into evidence." So I'm in the room observing her deposition, since I was the company's 30(b) representative (which means I was the rep for the company), and 3 minutes into her deposition, in response to a question, she opens a notebook and pulls out an email. Of course the entire notebook gets introduced. She was an idiot.

40. I worked at one firm that had a fantastic human resources department.
But of the 10-12 places I've worked, that is the ONLY place that has had a fantastic human resources department.

In fact, it's the only one that didn't have an HR department filled with C-grade second- and third-tier asses who were there only because they weren't smart enough for the mail room, but had too much ego to assistant manage a Walgreens.

66. HR includes a lot of roles.
If you had ever been a federal employee about 1991, you would not have gotten a correct paycheck without a time/leave clerk like me. That included annual and sick leave, overtime, and those types of time paid and unpaid.

If you had been injured on the job, you would not have had anyone to deal with all the nastiness of OSHA claims and helping you through the system. Much more of this stuff is automated by phone now (yes, by all means, let's de-humanize it and lose MORE people's jobs), but any changes to your insurance dependents, life insurance beneficiaries, and other related matters are all taken care of by human resources folks. I find them quite helpful.

That's quite a broad brush you're waving, sorry.

71. In other words, all the functions that used to be called "personnel."
I agree that there are many administrative functions that are necessary to the happy running of any organization. Where I think it all went wrong was when perfectly respectable personnel functions were relabeled with the overblown "Human Resources" moniker. Delusions of grandeur quickly ensued, to the extent that, today, HR clowns interpose themselves in every aspect of company life, whether they have anything to contribute or not.

Payroll, admin, employee records, etc.: great! Human resources: crap.

And by prophecy mongers, I mean the charlatans and criminals who push Nostrodamus as some kind of seeing-into-the-future predictor of everything, and the criminals who take the prophetic literature of the Bible from it's intended purpose of being prophetic in the sense of "speak out", and turn it into "prophetic" as meaning "predicting the future".

I will personally volunteer to chop the astrologers. Every fucking one of those unethical shitbag criminals.

That was my response to your title! I never guessed that would be the first suggestion.

At the college where I currently work, I've been screened out by HR screeners with no scientific creds to judge my resume.

A few years ago as a cost-savings measure the HR folks were removed from departments and clustered into shared groups. As you might guess, they now occupy their own spaces talking HR-speak nonsense to one another, and wouldn't you know it, there are just as many now as there used to be, but they're more powerful.

When I was in high school and college, if a band came around that you wanted to see, you just went and bought a ticket. No problem. Now, the line at the ticket window is full of people talking on cell phones to their coworkers in other lines in other cities, and the concert sells out before the line even moves. It's insane.

Let's take jobs that have been outsourced, and manage to fill them anyway! But let's not give people any benefits, and if we do, let's not make them very good, and then we can expect them to deal with asshole customers too! Let's make sure they have no say so if the customer is a complete asshole and treats them like crap!
