4. Layton urges Harper to create new national holiday on third Monday of February
Not all of Canada has the day off it seems.

http://cnews.canoe.ca/CNEWS/Canada/2008/02/18/4856653-cp.html

OTTAWA - NDP Leader Jack Layton wants the prime minister to give Canadians a winter break.

Layton is asking Conservative Prime Minister Stephen Harper to declare a Family Day holiday for all Canadians on the third Monday of each February.

Currently, Alberta, Saskatchewan and, most recently, Ontario have provincial Family Day holidays in February, while Manitoba celebrates Louis Riel Day on the same date.

Layton says hardworking Canadians could use a holiday in "the dreary month of February."

3. Sure if you work for the state, the post office or a bank.
Otherwise, it is known as "Monday." There used to be two state holidays in February: Washington's Birthday and Lincoln's Birthday. When the Martin Luther King Jr. holiday was added in January, the two birthdays in February were consolidated into "President's Day."

9. Not in all of Canada
It's family day in Alberta and Louis Riel day in Manitoba (In MB, it's a stat, so we get paid). Not sure about the other provinces, but I know this is the first year for MB having it as a holiday.
