I need some help/advice for my brother

He has gotten into a very bad financial situation. 2 companies are garnishing his wages, he's now living on 400 a month. His rent is 700, his heating bill is 300, there is one roommate who is his ex-girlfriend's kid that my brother basically raised, but he's not much help. He hasn't been eating, gets grocery money from Mom once and a while when he asks. I talked to him thismorning about getting fuel assistance, and food stamps, and I can get him a second job waiting tables where I work. I myself have had to go back to work full time, nights waitressing and take care of the bb during the day.

Even if you just have some good vibes to send, I'd appreciate it. I certainly would love any advice you've got.
