There are services like Blogger, which are free. The customization they offer is kind of limited, however. If you want to have a more hands-on relationship with the appearance and design of your blog, you can rent some web space and set up blogging software, like WordPress.
I have a little blog which uses the above software and it's great.

I would suggest InMotion Hosting. They have been great for me. Their hosting service comes with a program called Fantastico, which will set up basic versions of programs like WordPress for you.

I have a xanga blog and I love it. Premium ($25 a year I think) is ad-free and you can share ideas with others of your ilk. I am a member of several blogrings.

Nobody cares about my opinions, so my blogs are more utilitarian, and mostly for my own use.
I have one to document my maintenance and experiences with my boom lift, one to chronicle my new garden, and one that's a collection of art demonstrations. I have others too.
Blogging is a great way to document or bookmark important data that may be worth sharing with others.
Blogger.com also has image hosting, so it's a great resource that almost anyone can find a reason to use.
But I imagine you're planning an opinion blog. Those are good too.
