Role playing games usually have characters made up of different values for a set of stats. You generate the values for the stats by rolling dice. Most people arrange their values so that charisma gets the lowest value, since it gives so few advantages, and dump their lowest score there. Therefore, "dump stat".

Bush, of course, used intelligence as his dump stat.
