I guess we should all be grateful it's a small dog. BTW, take my neighbor's chihuahua, please! One of these days I'm gonna step on that yappy, nasty little wretch, and it won't be an accident.

First thing you do with a dog that aggressive is get it altered. Next, go with a decent trainer, then medication. Last, consider euthanasia if all else fails. But you don't bring it out in public.

If a dog bites its owner, it'll bite anyone.

Why did she take the dog out in public off leash if it is a biter? That isn't a bad dog but it sure is an iggnorant human being. Too bad the dog is going to die due to her stupidity.
