The main character goes nuts. Its dramatic and makes an impression. Its also kind of funny. I've re-enacted the scene several times today.
He's making the point that he already drained the oil out from under the land this guy owns because he drilled all around it.

Oil is fugacious, it moves around a lot. Texas has the rule of capture.
Daniel Plainview sounds like he would do slant drilling to get the other guy's oil, which is illegal.
