1. My dear KitchenWitch!
Perhaps they should be called intrastate highways?

10. But, you can't drive between the islands!
So, it's not even a complete intrastate

2. I think it's because they were built with federal funds.

7. Because *theoretically* the gubmit could build a road to another state
if one sprung up.

4. Interstate highways were originally a defense plan
Ike liked the German autobahns and was impressed with the ability of the German army to get from point a to point b.

IIRC, there are 3 big bases on the big island. The interstates were put in to connect the bases so war personnel and materiel could get shuttled around.

And as a way to get fed'l funds for the roads.

15. The big bases (actually four) are on O'ahu, not Big Island
one for each branch of service: Schofield Barracks (Army), Pearl Harbor (Navy, duh), Hickam AFB, and Kane'ohe Bay Marine Corps Sta.

All the interstates* are there, too; for some reason, they're called H-1, H-2, and H-3 (and now H-201), even though the numbers 1, 2 and 3 aren't used on the mainland.

18. I stand corrected
I have not been to Hawaii and in my ignorence I thought O'ahu was the Big Island.

I'm wrong, KamaAina is right.

12. I did that Hana highway last April
So many switchbacks I was having to catch myself when there was a brief straightaway. I was being lulled into a turn left-turn right mindset, like I was in a daze. Then like an idiot I stayed too long in Hana and had to make the return trip partially after nightfall. Not recommended.

Actually, the interstates in Oahu are very convenient. I found H-3 after a couple of days and it really saved time heading to the windward side and back.

17. How about Innerstate?
The gov't will save a lot of money just changing the "t" to an "n". Still it would cost billions.
