His first act as governor of Texas was to change his and Laura's drivers license numbers. When this leaked out, he claimed that it was standard procedure, for security measures. No further explanation. It of course is not standard procedure, and no other governor had ever done it. The press treated it as a curiosity but let it go.

In Texas (probably other places, too) your criminal record is traceable through your drivers license number even if your arrests and convictions have been wiped from your court records. He did it to hide something--at least the cocaine conviction, and maybe more.

So your friend is right. He'd never have accomplished anything without Daddy, wouldn't be free without Daddy, and given his chemical addictions and his draft dodging, he quite possibly wouldn't have made it to 40 without Daddy.
