What rank and rating does your average US Navy recruiter hold?

recruiter in DC and he is an E-6 or petty officer first class. i do believe he has been recruiting for quite some time but I am uncertain what his rank was when he started. I am not sure what his rating is. usually the recruiters are of various ratings. I don't even remember my recruiter in San Diego because i essentially just walked into their office and signed up without much convincing. I dealt with whoever was available when i went.
