Some actually needed servants to help them get around. And in some European countries there were laws about how long a commoner's shoe's toes could be, like under one foot or something. The really long toed shoes, that fastened at the knee were only for the nobility. I may be hazy on the details, but generally speaking, that is true. Fashion just keeps cycling around.
