There isn't really any big event around that time of year that I know of. By then it'll probably be hot 'n' humid. Not to worry, though, any day down there is an event!
The St. Charles streetcar should be all the way back by then. As of now it goes as far at St. Charles and Carrollton, which is far enough for your purposes unless you harbor a burning desire to see my old house farther up Carrollton.
Many other neighborhoods are worth seeing, such as the Faubourg Marigny directly across Esplanade from the Quarter, centered around Frenchmen St. One not terribly touristed is Faubourg St. John, along Esplanade near the end of the Museum branch of the Canal streetcar.
There are still plenty of volunteer opportunities, too!

edit: I just saw your user name. Boy, are you in for a treat! New Orleans does better with book as treasure than book as commodity (no chain stores yet, though a Borders uptown is rumored). The Faulkner House in the front room of the building where he lived and wrote, on Pirate Alley alongside St. Louis Cathedral, is a classic. Librairie Bookshop on Chartres is also well worth a stop. Others are found along Magazine St., which parallels St. Charles uptown.

I'd just love to bring a native along! I hadn't seen anything listed online as happening that weekend, either. I'll be busy during the day and some evenings for dinners and so on, but by the time the others are going to bed, I'm ready to party. I'll be about two blocks away from the Superdome, so yes, the convention/tourist center. I've written down your suggestions and will get out my map later on.
Thanks also for reminding me about volunteer opportunities. The organization whose convention this is is organizing a volunteer event :-) so I'll most likely be participating in that.

'89-'91. Alas, the economy wasn't much better then than it is now.
It does get in your blood that quickly. I often say "there is no such thing as an ex-New Orleanian".
There are a number of DUers already on the scene down there. You might poke around the Louisiana forum.

I do have sort of a standing offer to come back if it is ever thought that my unique skills and talents could be put to use in the recovery effort. Yes, from Hawai'i. In fact, when I went to an anti-violence march there last Jan., I ran across a young woman who had, in fact, relocated there from Hawai'i.
