I also have "use a dog leash" rage.
We live in an urban area. We ALWAYS use a leash with our rather cute "but too big an attitude for small size" terrier. Many other folks let their dogs out unrestricted by fence to roam around.

I absolutely hate it when some big dumb (probably nice) dog starts running up to us and its owners act all goofy and yell for it to stop but get completely ignored by the dog. How the fuck am I to know whether or not "Kujo" is friendly or going to try to attack, maybe kill, my legally leashed small dog?

It isn't the dog's fault that it isn't on a leash. It's also not the dog's fault if they jump out into the street and get hit by one of the thousands of idiot drivers around here.

Should I pepper spay stupid people that let their dogs out like that?

This is why the Taser was invented, actually.

When they owner of the "little angel" running around shitting on the lawns of others, terrorizing the smaller dogs and cats of others, and barking at the other neighborhood "little angels" comes into taser firing solution range, I say...execute.

When they piss themselves, it becomes YouTube's problem as to keeping it an active video.

2. I've seen an alarming number of dogs just roaming around the neighborhood
with no leash and no owner. A few years ago that was a rare occurrance...Not anymore. One dog I saw about a month ago, and his hindquarters were in a freakin' cast! :(
