And Picard isn't alone. While none of Kirk's crew talked in the same stilted voice, Picard's crew (save for Data, amazingly) always used that melodramatic tone.

Don't be dissing Janeway, she kicks ass! She was so awesome that she travelled back in time to help herself to get her crew get home faster. She kicked the asses of any alien race experienced by Piccard or Kirk...and...she whipped the Borg (and formed a temporary alliance with them), Species 8472, the Kazons, and countless other alien species not experienced by any captain before her. She even had nerves of steel when facing the Borg Queen and had the smarts to outwit her, and she handled Q's son without breaking a sweat. And if she had been stationed on DS9 instead of that lame ass Commander Sisko, she would have kicked some Jem'Hadar and Vorta ass too! She did all of this...and always had sex appeal doing it!

Bottom line, Janeway would have stomped Kirk and Piccard in the dust with one had tied behind her back. That woman rocked my socks off! Don't you dare talk bad about her, or you will have to deal with ME!!!

I respect Janeway--she put herself out there and hept a diverse group of Maquis and alien and Federation guys together through the toughest thing imaginable--unending hopeless homesickness. She did what had to be done, and she sacrificed. She couldn't always be an asskicker: she had her ship, and no back-up. So her thing was making whatever choice got her people through--and she did good. She did deal with the same caliber enemies as the other Captains, but had to do her own thing for survival. But when she needed to be tough--she was.

Janeway wasn't lame. She cared about her crew. And yeah, she does have some sex appeal--there's an ep where she does kick butt in a tank-top where she was really representing her uh...non-Star- Fleet qualifications. Or I do recall such an ep. But anyway--she was prepared to kick ass if the situation called for it.
