can anyone resize this image for me?

can anyone resize this image I would like to put it in my signature but I think its a little too tall and I dont have no program to resize it. I would appreciate the help if anyone could.
heres the image I think it has to be 500x200 and not over 10 kilobytes

It would help if you had this in a .tif format, though, as .gifs are not lossless, hence each time you copy and change it you lose quality. ;-)

4. Somebody in the lounge gave me the heads up for a good program

that you can download free. It is called Irfanview. It only takes a moment to download an it is pretty simple to use. You can resize with a breeze.

I have used it to make a couple new avatars so I can change my whenever I want! I'd give it a shot if I were you!

I upped the contrast a little, and reduced it to 200 height.
