4. Yes he is!
Originally Oil Can Harrry was a silent movie era villain. With the stovepipe hat and the long twirly mustache he was always portrayed as a human. In early cartoons he was also a stock human villain. It was only later that he was transformed into the zoot suit wearing cat we know today.
