it was like the studio had an extra western set layin around and they need to shoot a quickie or somethin....

2. Typical third season crap when their budget had been slashed
"To avoid having to build a complete western town set, the concept of an incomplete town, put together from "bits and pieces" out of Kirk's mind, was developed thus allowing the episode to be filmed within budget."

'Piece of the Action' was a similar episode. And the one with the Nazis. On TNG, they would just call it a holodeck.
