Chances are good that it would have been humane to euthanize this animal some time ago. The articles I saw mentioned "multiple strokes". I suspect they were feeding it massive amounts of analgesics/anti-inflammatories. This breed is notorious for hip problems.

France is the obvious suspect because of their well-known animosity toward the English, their illegal nuclear weapons program, and their support for terrorists by not being "with us" in the war on terror in Iraq.
